Question: Do dogs see everything in black and white if so why?

Apparently dogs can see some colours, there was an article published about this last year, very interesting, i’m posting the link here if you want to have a read http://www.dailymail.co.uk/sciencetech/article-2374872/Dogs-CAN-colour-Scientists-dispel-myth-canines-black-white.html it says that while dogs have predominately 2 types of receptors in the eyes, they can have some very limited recognition of colours too!
is it possible that there are any colours that are undiscovered? and if so how do we discover them?
what makes the water come out of our eyes when we are crying??
How come people from different countries are born with different coloured hair? Like for example Swedish people mostly
why are most babies born with blue eyes?
